Our History


David Burns – DBA’s founder and president – started this business in 1977. His father and grandfather were both in the insurance industry making David’s children – Jennifer, Ian and Matt – the fourth generation in the insurance industry.

Ian joined his father in 2006 with Jennifer and Matt following in 2010. The fourth generation of the family are very proud to be involved in growing the business and have taken over ownership of DBA effective January 1, 2015.

DBA has always been a strong advocate for using alternate funding arrangements to reduce administration fees paid to the insurance carrier. Our philosophy is to reduce the administration fees paid to the insurance carriers while offering our clients the same, and sometimes better, coverage. By exploring alternate funding arrangements such as Administrative Services Only (ASO) or Refund Accounting clients can reduce cost without changing the benefits provided.

David Burns realized the value of these funding arrangements at a very early stage and began adjudicated claims in our office over 20 years ago. This allowed our clients access to a platform that was at the time typically reserved for companies with over 1000 employees. David Burns created a model that allowed smaller employers access to the same reduced fees offered to larger clients typically offering our clients savings of 15-20% of overall premium.
